Observe the 3 yr. old and see what he likes in general.
He is probably into or getting into cars and trucks,maybe remote controlled toys.
There are toys with age recommendations,but from what I have seen,the kids are more developed than the toys.
You can also just ask him,he will most likely forget what he tells you by Christmas anyway.
As for the youngest,clothes just a bit larger than what he wears so he can grow into them.
Toys that will stimulate his mind,curiosity and require him to interact for physical development and eye/hand coordination.
