What are the safety requirements for a toy for a 2-3 year old?

In Design and Technology at school we are making panels to make a toy.

The panels will be sewn onto a big cube.

I need to know what the safety requirements would be.

i.e. No lead paint

No parts smaller than a golf ball. What are the safety requirements for a toy for a 2-3 year old?
I'm not sure of all the requirements, but here are the ones I know about:

- no lead paint

- no parts small enough to put in the mouth

- no sharp corners

- nothing that might strangle the child, e.g., no long straps that could be tied around the neck

You can go to http://www.cpsc,gov for more information.
