Why does my friend's cockatiel do this with his toy?

My friend's male cockatiel hangs on his toy. Then he starts chewing and he shakes his toy and makes a weird noise. What does it mean? Why does my friend's cockatiel do this with his toy?
about 25 years ago I had a cockatiel named Ziggy.. he used to masturbate on the corner of his perch, yes that's true. It was hard for me to believe but after seeing these www.youtube.com with videos showing Other birds doing it making the same noises, I now know its true.. I did buy him a girl and named her stardust he wouldnt mate with her but she did watch him do it all the time.. FUNNY STUFF HUH?
Does it have a mirror attached to it? If so, he may think it's another bird and is just trying to socialise with it.Why does my friend's cockatiel do this with his toy?
He's just playing, or he's trying to mate with it. I'm 90% sure he is just playing with it!
He's just playing with it. Birds are trapped in cages all day with nothing to do so you can't blame them for wanting to have fun! I have two budgies and they have a mirror toy with a bell attached at the bottom and they sometimes ring the bell with their beaks. Why does my friend's cockatiel do this with his toy?
He is probably masturbating. If this is what it is doing then you need to take the toy away. A bird that is masturbating is going to end up being a frustrated bird. Not fun.
